It seems that even with CUPS Browsing re-introduced in Ubuntu,
a "client-only" config (i.e. ServerName set in client.conf)
does no longer work with CUPS "1.6+Browsing" in Ubuntu, see

I don't know if a "client-only" config still works
with plain upstream CUPS 1.6 without any patch.
