It's only in Zesty. There may be a PPA if you are using an earlier release

There is a PPA with it for Xenial but not Trusty
https://launchpad.net/~hda-me/+archive/ubuntu/zulucrypt

I suggest you report a bug. It may get added to Trusty. You could also contact the PPA maintainer to see if s/he will add the package for you
