how to patch cpio 2.13+dfsg-2ubuntu0.4 with bza2 file

I downloded this file :cpio_2.13+dfsg.orig.tar.bz2 file
bzip2 -dk cpio_2.13%2Bdfsg.orig.tar.bz2
tar -xf cpio_2.13%2Bdfsg.orig.tar
cd cpio-2.13
./configure
make
when run make i have error :
make
make all-recursive
