The date of that commit is 1 Dec 2020, so it cannot be implemented in any Ubuntu version of courier before that date.

The only version dated later is 1.0.14-1 for Ubuntu 21.04 (hirsute), and that package was copied from Debian without any modification by Ubuntu. So you better ask at a Debian forum about its status. I assume that the change isn't contained in that package either (only in version for Debian experimental).

If you deem implementing the change from the above-mentioned commit important enough to justify patching the versions contained in the different Ubuntu releases, then please request a SRU by creating a related bug report, see https://wiki.ubuntu.com/StableReleaseUpdates

I do not think that there is a specific .deb package that implements the code at https://github.com/svarshavchik/courier-libs/

I assume that the source is taken from the first block ("Package: Courier") in http://www.courier-mta.org/download.html and this single source is used to create several .deb files.
