Perhaps https://translations.launchpad.net/+groups/ubuntu-translators is of some help. Or are you already familiar with translating Ubuntu and want specific help from the coreutils package maintainers?

thanks for your reply. i'm translating some info files in coreutils package, like the `ls', `find', `cp', `mv', `pwd' commands. i would like to know if i can submit my translations this way or if a need first translate all info files in the coreutils packages?

You can provide translations of some parts; you don't need to do the whole package. But you really need to contact your local translation team using the URL I provided above to coordinate your contribution with what else is already being done.
