Graphics Driver will not Activate

ATI/AMD Proprietary FGLRX Graphics Driver will not activate when I click activate.
After I click activate it does the Downloading and Installing Driver but nothing happens afterwards and it remain Unactivated.

I just installed Ubuntu 8.10 64 bit, Dual-Boots along with Vista and Windows 7
My computer is a HP HDX 9010NR
I had Ubuntu last year and the graphics worked fine but now I cannot enable any degree of the visual effects.
I have Ubuntu fully updated.

install envyng and allow install ati driver

sudo aptitude install envyng

then run envyng and select ati driver.
