Ubuntu 16.10 is the version currently in development, to be completed and published in October 2016. It is work in progress, and not even in alpha stage.
It is the nature of a development version, that some programs might be temporarily broken.
Early adopters of the development version are supposed to be able to solve problems themselves.

If you are looking for a well working release of Ubuntu, I recommend using 16.04 LTS, with support until 2021.
