Ubuntu 11.04 has already been declared "end of life" by October 20, 2012. Support and delivery of error corrections have ended.
If you really need to download the installation media for that outdated version, you can find it on http://old-releases.ubuntu.com

I would strongly recommend you go for a supported release 12.04 or 12.10. If you have an old machine and are concerned the latest Ubuntu may not work, or be too slow then take a look at Xubuntu or Lubuntu. You can test these without installing as they will run from CD/DVD or USB stick. Install once you have decided which version you like.
