Window decorators missing for the administrator user

The top bar of the window is missing only for the admin-user on the pc. ( window decorators that hold the close, minimise buttons etc.). I can fix this by adding visual effects.: system - preferences - appearance Preferences - Visual Effects and mark Normal or Extra. But this won't stick, I have to do this every time I log in.
How can I make this stick?

add a new startup itel to run:
compiz --replace
This will make the effects run when you login.
