While running kde-desktop maybe enabled KDE compatibility in CCSM ( compizconfig-settings-manager) helps.

You could create the file in
/usr/share/icons/default/

gksudo gedit index.theme

## Content
[Icon Theme]
Name = my_cursor_theme
Inherits = whiteglass

## Change the name and 'whiteglass' to whatever your cursor theme is.
Save the file in the mentioned directory and logout-in.

If it still doesn't help try again:
sudo update-alternatives --config x-cursor-theme

choose the cursor theme, then create a link:
sudo ln -s /etc/alternatives/x-cursor-theme /usr/share/icons/default/index.theme

logout-in.
