command-not-found package

is there anything like command-not-found for header or library files?

I guess it would require patching gcc, but when an include file is not found, a suggestion of which package it might be found in would be totally awesome and save me a lot of time. The same for libraries.

I guess this would be a separate project in the end, but this seems like a good place to start asking questions...
