Custom metadata parameter as instance-id

Dear colleagues,

is there way to instruct Cloud-Init to use some parameter from user metadata as Instance-ID? It can be very useful for a plenty of purposes when, for some reasons (e.g. changing Server Group) it is required to destroy and build back new Server, while using old block device. I'm using Openstack and was unable to find the way to get it.
