create new image, no default_user

Dear experts, I'm sorry to waste your time. I'm trying to create a new Centos 7 image based on the Centos cloud image.

I update the default cloud-image with ansible then I removed these files:
rm /var/lib/cloud/instance
rm -rf /var/lib/cloud/instances/*
rm -rf /var/lib/cloud/data/*
rm /var/lib/cloud/sem/config_scripts_per_once.once
rm /var/log/cloud-init.log
rm /var/log/cloud-init-output.log

Then I take a snapshot using Openstack dashboard.

The problem is that when I'm starting a new VM using the saved image on open-stack, clud-init is not creating the default_user.

Do you have any idea?
