Iscsi discover in /dev/disk/by-path has hexadecimal numbers causing attach volume fail

when am setting up in a multi node deployment, attach volume is failing as iqn in /dev/disk/by-path not found.

In devstack only couple of times I have noticed, how ever the id will have proper lun number.

so am not sure how come from some storage array is discovered by lun id and some are from hexadecimal number.

please suggest
