Thi sstill is a bit crude due to all the debug code, but after ensuring all background time services are off the test now works.
I'll give this a cleanup and prep a proper MP and upload.
Also I'll make the description a SRU template to help the release-team accepting this into Focal before release (the test issue is annoying but not too bad - but the multiple services run issue is bad enough and needs a fix asap).
