I have to guess now.. (you are not specific enough to your question) .

Plugins I guess you mean Shockwave Flash player. Open a terminal (CTRL+ALT+T) and apply the command below

sudo apt-get update
sudo apt-get install ubuntu-restricted-extras

Addons you can install from Chromium's menu. Click the Settings Icon on the right , then click on addons and you will see.

About toolbars , I don't know what exactly you mean , but If you mean something like "antivirus toolbar" this is not exist in Linux.

If you mean to enable the bookmarks toolbar , right click and you will see the option.
