Chef on focal is trying to install a non-free version from universe

It was my understanding the universe should only include open AND free software. Chef (client) from version 15 on is not free and surely belongs in multiverse now?

In what sense do you rate the chef software as not being "free"?
As far as i know the Apache-2.0 license is applicable (for parts the Expact and Academic licenses).

The older versions of chef are Apache 2.0 licensed, however the version included in focal (15.8.25) is a commercial distribution and covered by Chef's own EULA:

Which yells at you:

So I don't think that counts as free.
