Hi,

is it possible to upgrade CastXML package to the latest GIT release?

Ubuntu is no rolling release. Packages usually stay at the version which was the current one when a certain Ubuntu release was published. Newer version are only provided with newer Ubuntu releases.

If there are important improvements and/or bug fixes in the git source, you can create a bug report to request that the Ubuntu version is updated (see https://wiki.ubuntu.com/StableReleaseUpdates for the related process).
