Why for OEM only?

I would like to install this package in my computers (some still use older Ubuntu versions) and be counted in the census. Why make it only for OEM?

I wanted to ask that same question.
If the goal of canonical-census is to obtain a finally realistic number of Ubuntu users, why use it only for OEM?
Perhaps it's possible to make a difference between OEM installation and a private installation, so we will be able to obtain very interesting statistic numbers: how many OEM? How many private installations? Etc.

My guess is that there's more control of the OEM builds. Secondarily, that would be the most logical place to insert a counting mechanism for things like support contracts, etc. upon which Canonical is building a business.

I understand that but, correct me if I'm wrong, the effort for Canonical to broaden the scope of the census is practically nothing. Well, if/when the package is suitable for my profile, I'll gladly install it.
