file system dialogs appear in background of eOS Linux

Elementary OS file system dialogs appear in the background. I wish they appeared in the foreground, ready to use.

I just noticed that this dialog-to-the-background behaviour is not my doing and is repeatable with every dialog that accesses the file system. For example, selected top menu items like "Edit metadata" or "View" pop up windows in the foreground as expected, but file-system-related items like "Add books" or "Save to disk" consistently open in the background and add a gear icon to the dock like an application. I do not routinely see this with other processes, but it is somewhat odd that Calibre has always added a second book stack application icon with launch, like its running two incidences but it isn't. The gear icon has an orange highlight that indicates it requires attention, which it does to continue using Calibre.

I have not noticed this background dialog behaviour in any other application.

I am using GNOME Files/Nautilus v3.26.4 and not the eOS Hera default file manager.

I tried toggling CALIBRE_NO_NATIVE_FILEDIALOGS between 0 and 1 without effect, but unsure it's purpose.

Very repeatable, further dialog interaction isn't buggy, and the workaround is to select the gear icon and use the dialog in the foreground. Until yesterday I wasn't even aware the icon was added and I was always fudging around swapping windows because I thought I had created the situation by accident, like brushing the mouse button at the wrong moment.

Also, if eOS-only issue, there may be little community even aware of the experience.
