Nuget restore fails on Ubuntu 20.10 (certificate issue)

Hi,

at the moment, dotnet core development using .NET 5 SDK is being blocked on Ubuntu 20.10 because of a ca-certificates (20201027ubuntu0.20.10.1) issue which prevents Nuget restore command to work properly.

Yes, Bug 1913951 is about that issue. (I found it later than I asked that question).
