You need to use somethng like devede

sudo apt-get install devede

To make a video DVD, you can then add the videos as chapters and create a DVD ISO, which you can then open with brasero to burn

You need to close synaptic and/or wait for updates to complete. You cannot have more than 1 application accessing the packages. If you are unsure then simply reboot.

If this does not fix it then you can run this:

sudo fuser -vki /var/lib/dpkg/lock;sudo dpkg --configure -a; sudo apt-get update; sudo apt-get install devede
