networking peoblems

 hi i am using ubuntu 15.04 .my problem is that my wireless is working good but other networking services is not working properly.
like my bluetooth is working some times and sometimes in menu it doesn't show bluetooth icon also when i connect my dongle huawei e8221 to my laptop is not detected by my laptop but some time after restarting laptop while connected to dongle it start working.

some time back when my bluetooth was not working completely .i install
drivers as you told me .but after that that driver started appearing in
home folder . i am not a technical guy so that why i am sending a pic to
you . i hope it will help you to solve my problem thanks

last time as you told me to install drivers when my bluetooth was not working completely .i did the same but after that in my home directory that driver file started appearing . so it is ok that TO HAVE THAT file in home directory
