Although the proposed patch addresses this bug request, there is still a race condition that may result in having a service that should start "After=" nss-lookup.target to fail resolving names during start-up and, consequently, failing to start.

This should be dealt with upstream, and in fact, there is an upstream bug which, if fixed, should help dealing with the race condition: https://gitlab.isc.org/isc-projects/bind9/-/issues/1176
