Why hasn't it been updated since 2010?

It seems bibutils is relatively stable, the latest update was in 8/31/18. I'm wondering why the official builds for ubuntu so out of date.

Ubuntu is rolling release. This means that when an Ubuntu release is published with a certain version of a software package, that package will be upgraded to a higher version only in exceptional cases.
Furthermore Ubuntu is taking over packages from Debian (to avoid double packaging work).

I assume that at the moment when the decision was taken which software versions to deliver with Ubuntu 18.04 (early March 2018) Debian had only version 4.12 of bibutils, and Ubuntu copied that for Ubuntu release 18.04.
Meanwhile Debian has already version 6.2, and the Ubuntu releases 19.04 and 19.10 (development version) have also 6.2.

For the question "why is there no package with bibutils version 6.7?" you have to ask Debian.

If you want bibutils version 6.2 on Ubuntu 18.04, you could try manually installing the packages for Ubuntu 19.04. The dependencies should be fulfilled.
