i want to know if i would be able to download music to an i pod with a linux based computer

Yes of course!
Use banshee for that task (other programs like Rythmbox and Gtkpod are fine, but banshee also allows you to sync your computer to many Ipods- allowing you to "copy" all the songs in a friend's ipod without losing yours).
You will surely be able to download music through P2P networks (similar to Napster, I guess) from Internet with Transmission Bittorrent Client (included in the Ubuntu installation).
And to load photos to your Ipod, assuming it has a color screen, you may find GPixPod and F-Spot Foto Manager useful.
For video, I am afraid to tell you I don't remember right now, but I will try to inform you if I do.
