if you want to create a folder from the shell use "mkdir -p /path/where/the/directory/should/be"

You can just do it in a spreadsheet, then convert it to the "stardict" format, which baliboo supports.

Did you read the link? Particularly the section entitled "Converting to stardict format". Its all explained there. If something specifically in there does not make sense, please post back.
