Also available on https://launchpad.net/~andy753421/+archive/aweather as 0.8.1-1ppa1+12.04

Can the repositories be synchronised and or updated?

I suggest you report a bug. If the bug fixes and security fixes are great it will be upgraded. The packages are not updated just because a new version is out.
