Is there a video player with frame-by-frame advance?

I've been trying to find a video player that allows frame-by-frame advance. Does anyone know of one? I know there are some that allow you to select the playback speed and make it very slow, but I was looking for something that would allow me to watch an action video and pause it, then (preferably using the scroll wheel), move back and forth frame by frame.
