There is an application APTonCD that seems to do what you want, available on all releases up to natty.

https://launchpad.net/ubuntu/+source/aptoncd

So maybe your search failed because of a typo error in the name (0 instead of O)?

Just copy the debs from /var/cache/apt/archive

You can then copy the debs to other systems and install then to update. If you put them in the same place on the destination system, the OS will not redownload them as they are already available.

It uses the deb files in /var/cache/apt/archive so if you recently claned them out it will have nothing to work with and you will need to tell apt-get to download the files again

what ubuntu version are you using to make the cd/iso and what version are you using to restore?
If you are trying to restore on 10.04 or 10.10 you will need to install hal fisrt, the hal package was removed from default instalation in newer ubuntu instalations.

To install hal from the command line, open a Terminal window (Applications > Accessories > Terminal) and run the following two commands. To run a command, paste it in (or type it in) and then press enter. One or both of them might prompt you for your password; while you're typing it, it's OK that you don't see any placeholder characters (like *).

sudo apt-get update
sudo apt-get install hal
