Gilad skipped step 1 in the package manager troubleshooting procedure which clearly states:

Step 1 First install a supported version of Ubuntu

The only supported releases of Ubuntu are the ones that are NOT End of Life (EOL) in the following table:

I'd go for a clean install of Xenial from CD / USB.

You can restore your user data from your backups. Xenial will be released in April this year and is supported til April 2021.
