CANT UPDATE FROM 13.10 TO 14.04
every time i try to update i always get the same message
W:Failed to fetch http://
and then it stops and reverts to its former settings.
i've even tried upgrading fresh from a usb and that hasnt worked at all. my comp isnt letting me choose to boot from usb, only CD

You seem to have errors in the configuration file that specifies from which source the packages should be downloaded.
Please open a terminal and issue the command
find /etc/apt -name '*.list' -exec bash -c 'echo -e "\n$1\n"; cat -n "$1"' _ '{}' \;
Then select all output, copy it and paste into this question document.

Ok. Open a terminal and issue the command
gksudo gedit /etc/apt/
This should ask for your password as confirmation of an administrative task, end then will open and editor with the sources.list configuration file loaded.
In the editor scroll down to the very end and than scroll back up ten lines.
Delete the two lines that contain the word precise
Delete all lines that contain 'partner' that are within the last eight lines of the file (leave those in line 45 and 46 as they are).
The end of the file should now read
## This software is not part of Ubuntu, but is offered by third-party
## developers who want to ship their latest software.

Save the file and close the editor.
Issue the commands
cat -n /etc/apt/
sudo apt-get update
and copy/paste all output into this question document as done before.

If you edit sources.list you will want to comment out the top line or so as these refer to using the install media as a package source. You have a web connection so this is not needed. Once the lines are commented, save the new file, close your editor and run:
sudo apt-get update

If you need detailed instructions:
open a terminal and issue

in the editor that opens put a hash sign and a space character ('# ') in front of the first line that it reads

Try update-manager. You should see a button to upgrade to trusty.
