What is the output of:

apt-cache policy libjpeg8:i386

You can add the GPG key with:

sudo apt-key adv --recv-key --keyserver keyserver.ubuntu.com 8B48AD6246925553

Thanks

Your Terminal output shows this serious issue:

"
    43 deb http://ftp.belnet.be/debian testing main contrib non-free
    44 deb-src http://ftp.belnet.be/debian testing main contrib non-free

Get:2 http://ftp.belnet.be/debian/ testing/main liblocale-gettext-perl i386 1.05-7+b2 [18.4 kB]
Fetched 151 kB in 2s (55.8 kB/s)
"

So you are mixing packages from Ubuntu and Debian. This is not allowed, because mixing like this can and will break your package manager and the package dependencies, as you are now experiencing on your computer...

Only Ubuntu repositories or Ubuntu PPA's should be used. And I also recommend to only enable 1 Ubuntu PPA at a time, not all at the same time, if you ever use any PPA.

The only solution now might be to perform a clean reinstall of Ubuntu 12.04 LTS....

@all thank you for your prompt responses

@actionparsnip
i did a reboot (for some reason :() and am unable to boot . It gives the error
Error: Driver 'pcspkr' is already registered, aborting
I am trying to solve this using a live DVD

I am not sure your instruction would make sense if i execute it in live DVD terminal. But anyway I have done it and it gives
ubuntu@ubuntu:~/mnt$ apt-cache policy libjpeg8:i386
libjpeg8:
  Installed: 8c-2ubuntu7
  Candidate: 8c-2ubuntu7
  Version table:
 *** 8c-2ubuntu7 0
        500 http://archive.ubuntu.com/ubuntu/ precise/main i386 Packages
        100 /var/lib/dpkg/status

i did not understand the use of PGP key but output of 2nd instruction is
ubuntu@ubuntu:~/mnt$ sudo apt-key adv --recv-key --keyserver keyserver.ubuntu.com 8B48AD6246925553
Executing: gpg --ignore-time-conflict --no-options --no-default-keyring --secret-keyring /tmp/tmp.8jVUShykV2 --trustdb-name /etc/apt/trustdb.gpg --keyring /etc/apt/trusted.gpg --primary-keyring /etc/apt/trusted.gpg --recv-key --keyserver keyserver.ubuntu.com 8B48AD6246925553
gpg: requesting key 46925553 from hkp server keyserver.ubuntu.com
gpg: keyserver timed out
gpg: keyserver receive failed: keyserver error

@mark rijckenberg
thank you for your wise advise of not mixing up debian and ubuntu packages. But I think have worsened the problem. I tried rebooting the computer and find the booting hangs up with this error

Error: Driver 'pcspkr' is already registered, aborting

I am trying to solve this using a live DVD.

Could you suggest any other alternative to clean reinstall of 12.04 LTS, say on the lines of tweaking the apt configuration files from the live CD?

I would seriously consider reinstalling at this stage. Create a bootable DVD or USB

Boot from it, don't install but first make sure you have all your personal data backed up. Now you can reinstall.

It may be possible to fix your issues from a live DVD or USB but I think reinstalling will be quicker and easier.

sudo apt-key adv --recv-key --keyserver pgp.mit.edu 8B48AD6246925553

Will do it

I suggest you abandon the install and reinstall fresh an DON'T mix Debian packages in. You WILL get issues.

For people having this issue:

sudo gedit /etc/apt/sources.list

In the file that opens up, check if you have any line mentioning debian sources added to the list (especially in the last two files). If you do, just delete those lines and then do:

sudo apt-get clean
sudo apt-get autoclean
sudo apt-get update
sudo apt-get -f install
sudo apt-get upgrade

This worked for me! I had an extra line added to the sources.list file (something like ftp.debian.. wheezy main...). Removing that line did the trick.
