update-manager crashes 100% of time

Could not initialize the package information

An unresolvable problem occurred while initializing the package information.

Please report this bug against the 'update-manager' package and include the following error message:

'E:Encountered a section with no Package: header, E:Problem with MergeList /var/lib/apt/lists/us.archive.ubuntu.com_ubuntu_dists_precise_main_i18n_Translation-en, E:The package lists or status file could not be parsed or opened.'

I had the same problem - ran the suggested code which completed successfully. Right after this the message "Software updates are available" appeared - Clicked the update manager - it hung for about 30 seconds & then closed with "No updates are Available". Obviously this problem was fixed on my system (kubuntu 13.10 upgrade from 13.04)
