It is happening because either you are not connected to internet or somehow update manager is not able to connect.

You system tried to connect to the IP 192.168.20.254 which is a local private address. If you are not running your own Ubuntu server mirror, this is not going to work.
To reset the download server, run "sudo software-properties-gtk" at the terminal and choose an other server in the first tab!
