Make update offline repository for ubuntu 12.04

Hi!
Yesterday my friend bought Dell N4050 with ubuntu installed by manufacturer. But problem is it's 10.04. But he don't have working net connection to download mass capacity. This is not only to him but for many people live in rural areas in our country. Recently me+couple of my friends decided to burn and give ubuntu 12.04 to few schools freely. But problem is they can't update the system via internet.

So my friends decided to make a DVD repository for update (including security updates,proprietary software installation etc.) ubuntu 12.04. How this could be done? http://ubuntuforums.org/showthread.php?t=352460 link says it might take more than 50 GB. Are these packages all nessasary updates? I'm new to OS level development so don't know. We just need uptodate the newly installed system via DVD as it's done via upgrade manager.

We also thought to distribute APTonCD along with this to install other packages. Please let us know if there is a better way of doing this too.

You just need the debs from an updated OS really. You can copy them to an offline system and install. I suggest you use Precise instead of Lucid. Lucid has about 9 months of support left whereas Precise is supported all the way to 2017.

Can you please tell me what debs needed? How can I get them? Where is proprietary drivers are? Thanks in advance.

FYI, just yesterday late night I've installed 12.04 on a friends computer.
The updates from standard installation till now have been a bit over 100 mb.
Rather wait for 12.04.01 this August, it's on the way, it'll include standard installation apps and lots of bug fixes since 12.04.

Thanks a lot for links for local teams. I tried to post this question in ubuntu-dev mailing list but still not got any answers. Hey just to clear up my mind. Ubuntu 12.11 is not LTS right? So it is kind of buggy right? It's 100% k with me. But for others who are looking for a stable ubuntu release I don't think this is an good option. Please correct me if I'm wrong.
