i tried to install electric cad tool via ubuntu software center but it fails to download the above mentioned file. and shows

"Failed to download package files
Check your Internet connection."
error message

sudo apt-get update; sudo apt-get upgrade

Personally i wouldn't bother as maverick is no longer supported soon after the release of Precise. I suggest a clean install of Oneiric or install the prerelease of Precise which will upgrade seamlessly to the stable.

error 404 means the location doesn't exist either because it down for some reasons or plainly it doesn't exist anymore. you can do what actionparsnip says and wait a few weeks until 12.04 comes out.
