Are the servers enabled?

I've just installed apt-transport-debtorrent with debtorrent and ran an apt-get update:

W: Failed to fetch debtorrent://gb.archive.ubuntu.com/ubuntu/dists/natty/Release.gpg Could not connect to gb.archive.ubuntu.com:9988 (2a01:450:10:1::10). - connect (111: Connection refused) [IP: 2a01:450:10:1::10 9988]

Are the Ubuntu servers enabled for:
1. Debtorrent
2. IPv6
3. Debtorrent on IPv6 ?

Tried on a different machine and there are no errors, but nothing happens either. Not sure if Ubuntu even has a tracker.
