MIN_DOWNLOAD_PEERS in apt-p2p.conf

MIN_DOWNLOAD_PEERS in /etc/apt-p2p/apt-p2p.conf seems to be too high for testing it on intrepid alpha. The fallback works, apt uses the direct ubuntu server for downloading packages.
