If in doubt AppArmor tells that for profile dnsmasq a +wr entry for file /var/log/kern.log is required. such one looks like:

# Last Modified: Sat Apr 28 00:00:00 2018
#include <tunables/global>
/usr/sbin/dnsmasq {
  #includes here ...

  #capabilities here...

  /var/log/kern.log rw,
  #maybe more files here...
}

Can you help with this problem?
