Can we get 9.0 package in Ubuntu 18.04 too? It is very old at active lts

Basically apitrace package on Ubuntu 18.04 package stucked at 7.1 while Focal Fossa has 9.0. I have to get an apitrace of an ogl appilcation but version for 18.04 is too old at repos.

I suggest you report a bug. If the bug and security fixes are significant then the package will be updated sooner.

Ubuntu is not a rolling release distribution and packages can be left in favour of stability. This is especially true in the LTS releases.

Looking at the dependency of apitrace 9 from Ubuntu focal, I see a dependency on libwaffle-1-0(>=1.6.0) which isn't available in bionic either.
So bringing apitrace version 9 to bionic seems to need additional work, if it is possible at all.

Can you help with this problem?
