Redirection in ubuntu

can I make http redirection in ubuntu.Here my need is when anyone type " http:// 192.168.3.1" in webbrowser from my network it should automatically forward the request to 192.168.3.70 , which has a webserver running .

You can do this with PHP.

Or do you have a router you could just port forward that 192.168.3.70 ip?

Shall I make ubuntu as router by insert extra LAN card and also, can I make
