51-android.rules doesn't coppied to /etc/udev/rules.d/

The udev rules for Android devices /lib/udev/rules.d/51-android.rules does not get copied to /etc/udev/rules.d/ Is this intentional? It seems like the rules should be copied when the package is installed.
