Why doesn't uPnP ever work in aMule?

It looks like a billion different bugs have been filed about this (and supposedly fixed), yet it still doesn't work. Is it a configuration issue on my end or a package problem? It seems like uPnP breaks with every Ubuntu release.

I was able to get it working by installing from https://launchpad.net/ubuntu/+source/amule/2.2.0~svn20080525-0ubuntu1/+build/615414 , but this is not fixed.

There is a deb on http://www.getdeb.net/release/3693, but uPnP doesn't work in that, either. At least it's greyed out to indicate that it doesn't work.
