Why is paypal whitelisted?

Hi guys,

Sorry if this is a dumb question, but i was just trying to understand why /etc/amavis/conf.d/40-policy_banks contains DKIM exceptions for domains like paypal.com and ebay.com? As these are highly phished domains, wouldn't we want DKIM checking here?
