Pulseaudio İs Not Working though sound works

My problem is really interesting.

I've been struggling with this for 5-6 days strait. I have sound working but my pulseaudio is not working

Problems
1)I have nothing in /etc/pulse. directory like "default.pa" config or deamon

2)I have no system sound in the login screen -also no volume indicator exist at login screen-

3)when i write "pulseaudio" to terminal i get

E: [pulseaudio] main.c: Daemon startup without any loaded modules, refusing to work.
