Unable to start Test Sound from settings / Sound not working

The sound works perfectly for an extended amount of time, then at a very specific time will stop altogether. Sometimes the issue can be recovered by running the Test Sound button in the Sound Settings section, then playing the test sound. Now the Test Sound button does nothing and the problem persists through reboot.

other peculiarities, happens when starting web streaming, some sometimes
