How to disable scroll in system menu?

Gone has a feature to display scroll on menu if menu is too long and does not fit on screen. Is there a way to disable this feature? I want menu to be displayed in columns if it does not fit instead of scroll.
In my case it is System->Preferences. So I can not edit to make it shorter and scrolling every time is very annoying.

If you don't need all of the entries you can make unused unvisible by unticking them.
In case there're separators they can be removed also.
The menu can be sorted so that most used entries are on top.

If it's convenient for you, font size of applications can also be changed, which will decrease also the font of menus.
System preferences -> appearance -> fonts -> application font

Thanks for answers. However, I need all items and fond is already very small. I remember that menu used to be displayed in nice columns some time ago. I believe it is just some unfortunate flag that triggered this hard to use scroll.
