Witch Adobe product you downloaded? For other programs you maybe need first look in synaptic. If you don´t find it there try to download deb package from original site.If that is not available you will have to compile package, but I think it is very rare.

you don't need to extract it anywhere.
i'm assuming you're referring to adobe flash player. i can't be sure because the site isn't loading up.
anyways,

1. click on system>administration>software sources
2. click on other software tab
3. check the first link then close
4. click on system>administration>synaptic package manager
5. click on update that appears at the top left corner
6. in the search box, type flash and look for adobe flash plugin
7. click the box beside the entry
8. click the big green checkmark and flash is automatically installed for you.
