Do you have the latest BIOS?
Are the vents clear?
Are there any bugs reported for the model (including the number, not just "inspiron". the inspiron range is vast)

Hello.

I have Ubuntu 12.04-amd64 in my Dell Inspiron and had the same problem. What worked for me was i8kutils package. The link for the latest version is below.
